Japan economy minister Nishimura refrains from suggesting Tokyo exit state of emergency

Says it is appropriate to exit the emergency state in Osaka, Kyoto, Hyogo 
But does not suggest doing so in Tokyo
Japan had previously lifted the state from 39 provinces but kept the emasures in place in 8.
